Executive Officers 2008 - 2010

Deborah Yates - President

Deborah A. Yates is an enrolled member of the Osage Nation. She has been Director of the Comanche Nation Child Support Program, a tribal IV-D start-up, since April 2007. CNCSP looks forward to comprehensive status in October, 2008. Prior to this time Deborah was employed with the Osage Nation during the tribe’s IV-D start-up phase.

In August 2006 Deborah was elected to serve on the Board of Directors for the National Tribal Child Support Association; in June 2008 she was elected the organization’s President. She is also a member of the National Association of Tribal Child Support Directors.

Prior to entering the child support field in 2005 Deborah’s career spanned eighteen years in education, primarily post-secondary with an emphasis on minority science and engineering initiatives. Deborah is an alumnus of Colorado State University and Aims Community College. She is the mother of five and grandmother to fourteen beautiful grandchildren.

Eddie Brakes - Vice President

Eddie Brakes is a member of the Central Council of the Tlingit and Haida Indian Tribes of Alaska (CCTHITA). After starting work toward his Secondary Education degree in Colorado, Eddie returned home to Alaska to complete his bachelor’s degree, marry and raise his family. He has been working in his tribe’s Employment and Training programs for the past 14 years in positions that include vocational training counselor, workforce development supervisor for TANF, and the Youth Opportunities Grant program coordinator. For several years, Eddie was a member of the team that developed the grant application for the CCTHITA to operate a child support program. In 2004, when CCTHITA was awarded the IV-D program start-up funding, Eddie was named the Child Support Manager. CCTHITA received Comprehensive IV-D funding April 2007. Eddie’s "other job" for the past seventeen years has been coaching football. He currently serves as the defensive coordinator for the 2005 & 2007 Alaska State Camps, Juneau-Douglas High School Crimson Bears. Eddie was named 2007-2008 State of Alaska Assistant Coach of the year. Eddie and his wife, Heather, have two daughters.

Tami Lorbecke - Secretary

Tami Lorbecke is the IV-D Director for Keweenaw Bay Indian Community in the upper peninsula of Michigan. She began her career in Tribal child support enforcement with the Lac du Flambeau Tribe in 1999 and worked for the Chickasaw Nation child support program from 2003-2006.

Tami has been involved with tribal child support issues, both locally and nationally, and has enjoyed the privilege of collaborating with colleagues from other tribal child support programs across the nation as well as with the federal Office of Child Support Enforcement (OCSE). She was the Secretary for NTCSA from 2000-2006; is the interim Secretary for the National Association of Tribal Child Support Directors (NATCSD); and is a member of the Judicial-Child Support Task Force and the Tribal Model Systems Workgroup. Tami was the recipient of the Lucille Dawson Award in 2004 and an NTCSA Appreciation Award in 2006.

She has provided training and technical assistance to start-up and comprehensive Tribal IV-D program throughout her career.

Jackie Pische - Treasurer

Jackie Pische is the IV-D Director for the Forest County Potawatomi Tribe in Wisconsin. She began working for the Menominee Tribe of Wisconsin in 2001 before taking a position with the Forest County Potawatomi Tribal IV-D program in 2003. Jackie is the President of the National Association of Tribal Child Support Directors (NATCSD), Treasurer for the National Tribal Child Support Association (NTCSA) and a member of the design committee developing a Tribal automated system in conjunction with OCSE. Jackie was the recipient of the Lucille Dawson Award in 2005 has provided training and technical assistance to start-up and comprehensive Tribal IV-D programs and employees throughout her career. Prior to working with the Tribes she worked as a litigation paralegal in Milwaukee, WI.
